I was able to correct it using the php that comes by default with XAMPP. I'm using windows 10 64 bits as well, but used xampp-win32-7.3.2-0-VC15 (php 7.3.2). To summarize, I was able to get a correct configuration by doing everything with 32 bits versions (except the o.s). The full story and how I've done it:
If you go to your xampp/php directory through cmd, in my case it was "C:\xampp\php", and start the php by the simple command "php" it will probably show what dlls are not being found in the etc folder or which of those are not Win 32 compatible. If you get this problem, you will not be able to see the OCI8 page when opening a phpinfo() page:
If that's the case, with win 32 compatibility problems or not finding the dlls that you are certain are there, you should unistall XAMPP and reinstall it using a x32 version. The phpinfo page will show x86 Architecture. Remember to remove in the path variables any source that miss locate your php in use, the point here is to use the one given by default in XAMPP. If you need by any reason to use another php installation, remember to use x86 architecture. If you need an updated OCI8 dll you can download it on , but remember to check the Thread Safety compatibility, you can find it on your phpinfo page as well. In my case it was enough to use the one provided by XAMPP.
After this, you have to download the Oracle Instant Client. Since you are using x86 architecture (you must use this one), you need to find a 32-bit version of the OIC, but is also important to check which one is compatible with the extension you uncommented. In my case, of oci8_12c, it was instantclient-basic-nt-12.2.The final step is to unzip it to a folder, like "C:\instantclient_12_2" and add it to the path variables of the system. Reload apache and check if the OCI8 is shown correcly.
If you do not find a suitable package or wish to install your own phpMyAdmin, you can download one of the following kits. Please note that each version has requirements for the minimum PHP and MySQL versions.

2. When you unzip the download of Drupal, it will probably create a directory called "drupal-6.17" (or whatever the latest version of Drupal is). Possibly rename this directory to "drupal", so you can access your local Drupal install at
At one point I had everything running, but accidentally shutdown a password input screen before completing. Then I could not log in at all--it was an endless loop of incorrect passwords. I have meticulously uninstalled and reinstalled xampp and drupal (multiple times) and am now having the same problem you describe. Apache "started" but not displaying "running." I, too, am running Vista.

Having previously used XAMPP/Drupal successfully on my windows computer, I've now installed xampp/Drupal on a flash drive in order to be able to carry it around as a demo or work with it on other computers. However, I find the page load time for the flash setup to be painfully, painfully slow, so I would like to be able to keep a running install on my computer, but transfer the setup to my flash for demo or transfer to another computer.
It seems to me that it is impossible (or difficult) to run xampp simultaneously on C: and on a separate flash install. So how can I transfer files, databases, etc from the flash install to the c: install and back? Is it enough just to copy XAMPP and all underlying folders and files to c:?
I copied all the files from the xampp folder on my flash to c:/. Then started Xampp and ran the setup again, changing the setup so it uses drive letters rather than relative paths. Somehow I can't get the apache running indicator to stay lit in the xampp control panel now, but all processes are running and it seems as if the site I had on my flash is intact.
I am Using Drupal 7.14 but the localhost webpage keeps returning ''Object not found!"", ''Error 404'' yet my Apache is running (Apache 1.1.7)....i have tried restarting the computer and also refreshing the web browser and also closing and opening it, but there is still no difference, am beginning to think this is all messed up. Even with the installation step 4. Copy & paste the file "default.settings.php" in "c:\xampp\htdocs\drupal\sites\default", under the drupal directory, and name it "settings.php".
You should now have two identical files in your "c:\xampp\htdocs\drupal\sites\default" folder -- one called "settings.php" and one called "default.settings.php". Am beginning to get frustruated, please anyone in this forum if u could be atleast more precise....Thank You.
If you still want to use an old version, you can find more information in the Maven Releases History and can download files from the Maven 3 archives for versions 3.0.4+ and legacy archives for earlier releases.
The next step is to view the information of your environment. To do this, create a file called phpinfo.php in the root of your PHP web server (default directory is C: \ xampp \ htdocs), with the content below:
After identifying the correct driver version according to your version of PHP, SQL Server, and Operating System, download the indicated driver and choose a folder to extract the files to during installation.
Remembering that the name of the DLL's varies according to the version of PHP (71, 70, 54, etc.), Thread-safe (TS or NTS) and architecture (X86 or X64) and must ALWAYS be the same as the name of the files you downloaded and copied it to the php \ ext directory.
On Linux and macOS, the drivers for PHP are easily downloaded and installed using PECL. See the Linux and macOS installation tutorial for details. If you need to download and install the drivers for PHP on Linux and macOS manually, packages for those platforms can be found on the GitHub release tags.
XAMPP is a one-step installation of the Apache web server for Windows. The installation file doesn't just include the open source web server, but also MySQL, PHP and Perl for installing and testing web sites on a Windows server.Usage scenarios for applications like XAMPP vary, but it certainly comes in handy when testing web sites on a Windows system without an Internet connection. It can run anything from Wordpress to Joomla or custom PHP.The XAMPP application provides a user control panel which can enable and disable modules like Mercury, the Apache server itself, MySQL, Tomcat or FileZilla. Password protection can also be enabled from the "Service Settings".The Control Panel of XAMPP includes the ability to start and stop services, explore the system, access the shell, run Netstat, etc. Services must be started manually upon first install.Overall, XAMPP is an excellent way to run web applications, Wordpress or other blogging and CMS platforms on a Windows system.Features of XAMPPApache: Web server for hosting websites and web applications.
